Today’s edition examines developments in inclusive investment, health-system financing, infrastructure-led enterprise opportunities, SME capital access and secure AI adoption.
1. SEC pushes mobile-money integration with Ghana’s capital market

Date: 22 September 2026
Source: Business & Financial Times
The Securities and Exchange Commission is advocating full integration between Ghana’s mobile-money ecosystem and capital market, potentially allowing citizens to purchase government bonds and other investment products directly through mobile wallets.
Jacob’s analysis: This could lower the practical barriers to retail investing, but successful adoption will depend on investor education, identity verification, suitability controls, cybersecurity, reconciliation and clear digital records. It also opens a new market for financial-literacy and digital-finance advisory.
Action/opportunity: BRICS should develop a Mobile Investment Readiness and Financial Literacy Programme for fintechs, investment firms, employers and SME associations.
2. Accra Reset warns that African health financing is under growing strain

Date: 22 September 2026
Source: The Guardian
The Accra Reset’s A Sovereign Future for Health report says external health financing for Africa fell by nearly 70 percent between 2021 and 2025. Ghana reportedly lost US$78million following the closure of USAID programmes affecting maternal health, malaria, nutrition and HIV/AIDS services.
Jacob’s analysis: Healthcare institutions and governments must strengthen domestic revenue, cost control, service-line profitability, insurance claims, procurement and local partnerships. For FMC, donor volatility reinforces the need for diversified revenue and financially sustainable preventive-health services.
Action/opportunity: BRICS, CCEDR and FMC should develop a Sustainable Health Finance and Digital Operations concept covering facility finance, claims, procurement, dashboards, research and partnership mobilisation.
3. US$1.3billion Sentuo Airport Garden City creates a major supplier pipeline

Date: Project commenced 15 September 2026; reviewed 22 September 2026
Source: GBC Ghana Online
The mixed-use project is expected to include 582 premium apartments, a 600-room hotel, a 2,500-capacity conference facility, healthcare facilities, a shopping mall and other commercial amenities.
Jacob’s analysis: The opportunity extends beyond construction. The project will create demand for accounting systems, tax compliance, procurement, local suppliers, property management, digital infrastructure, healthcare services and workforce support.
Action/opportunity: Build a Sentuo Supplier and Professional-Services Opportunity Map and approach the developer, contractors and prospective tenants with BRICS finance, technology, property and supplier-readiness services.
4. Tanzania launches a US$10million SME-financing facility

Date: 22 September 2026
Source: FundsforNGOs News
A US$10million facility has been reported for expanding SME finance in Tanzania, adding to the regional use of guarantees and dedicated credit mechanisms to reduce lender risk and widen business access to capital.
Jacob’s analysis: The model is relevant to Ghana because capital facilities produce better results when paired with bookkeeping, financial forecasting, governance, market access and post-financing monitoring. This is the service layer BRICS can sell to banks and development partners.
Action/opportunity: Prepare an SME Finance Technical-Assistance Partnership offering lender-ready records, application support, training, portfolio monitoring and outcome dashboards.
5. Enterprise AI safeguards move data control into customers’ own cloud environments

Date: Announced 1 September 2026; rollout begins later in 2026
Source: Anthropic
Anthropic’s Enterprise Frontier Safeguards are designed to let organisations retain AI activity data in infrastructure they control, under their own encryption keys, access rules and audit logs, while automated systems monitor for serious misuse.
Jacob’s analysis: Regulated organisations increasingly need demonstrable control over data, access, monitoring and incident response before adopting powerful AI. This creates a consulting opportunity that combines cybersecurity, governance, cloud architecture and workflow redesign.
Action/opportunity: BRICS Technology should package a Secure Enterprise AI Adoption Assessment for banks, health facilities and professional firms, covering data classification, approved use cases, access controls, logging, vendor risk and staff policy.
Jacob’s three priorities for today
- Open the SEC/fintech opportunity: Draft the mobile-investment literacy and controls concept for investment firms and fintech partners.
- Map the Sentuo pipeline: Identify finance, technology, property, healthcare and local-supplier services BRICS can pursue.
- Build the health-finance offer: Convert the Accra Reset findings into a two-page BRICS–CCEDR–FMC sustainable-health-finance concept.
