JAT Business & Opportunity Intelligence — 16 September 2026

JAT Business & Opportunity Intelligence is a daily executive briefing curated by Jacob Agyei Twumasi, CA, focusing on consequential opportunities and developments across consulting, finance, tax, digital transformation, AI, healthcare and Ghana’s business environment.

1. Ghana AI Hub Phase 2 creates an immediate digital-consulting opportunity

Date: 16 September 2026 monitoring update | Deadline: 25 September 2026

GIZ Ghana’s current tender listings include consultancy activities under the Ghana AI Hub (Phase 2). The opportunity sits directly within applied AI, innovation capacity and institutional digital transformation.

Jacob’s analysis: This is strategically aligned with BRICS Africa Consulting’s Digital Solutions direction. Even where specialist consortium partners may be required, it can position BRICS around AI adoption, executive education, digital platforms, analytics and implementation support.

Action: Treat this as an urgent bid/no-bid decision. Review the tender documents, map eligibility against BRICS and potential technical partners, and close capability gaps through a consortium.

2. GIZ seeks Business Development Service providers for the SME Loop

Published: 15 September 2026 | Deadline: 2 October 2026

A live expression of interest seeks Business Development Service providers for implementation of the SME Business Training & Coaching Loop.

Jacob’s analysis: This is one of the strongest current fits for BRICS. BRICS combines CFO advisory, tax, SME growth, capital access, executive education, agribusiness and digital transformation. The strongest proposition would be an integrated SME-growth delivery model rather than a generic training bid.

Action: Build the response around measurable SME outcomes: financial management, access to finance, tax/compliance readiness, digital adoption, market development, business intelligence and post-training coaching.

3. Ministry of Finance IFMIS opportunity signals a major market for finance + technology capability

Deadline: 22 September 2026 for the referenced EOI.

The Ministry of Finance has advertised a consulting-firm selection requiring statutory compliance documentation including company registration, GRA and SSNIT clearances, VAT registration, audited financial statements and PPA certification. The estimated engagement period is 60 months. GHANEPS’ current pipeline also includes development of an integrated financial management information system.

Jacob’s analysis: Ghana’s institutional market is increasingly combining finance, controls, data and digital systems. That validates BRICS’ Finance + Technology proposition around ERP, dashboards, accounting systems, CFO advisory and management intelligence.

Action: Create a standing BRICS public-sector bid-readiness file containing statutory certificates, audited statements, capability statements, expert CVs, project references and technology-partner credentials.

4. GH-RESPOND climate-resilience consultancies present a strong CCEDR partnership route

Deadline: 21 September 2026, 2:00 p.m.

The Environmental Protection Authority has live consultancy opportunities under GH-RESPOND, including feasibility studies supporting development of a Green Climate Fund funding proposal for an enhanced multi-hazard early warning and disaster-risk-reduction programme.

Jacob’s analysis: This is naturally positioned through CCEDR, potentially with BRICS providing financial, digital, analytics or project-management support. Climate finance, MEL, feasibility studies, data systems and resilience research can create access to larger development-sector assignments.

Action: CCEDR should urgently assess eligibility and technical experience, identify climate/GCF specialists where required, and decide whether to bid, join a consortium or approach a stronger lead firm as a local research/data partner.

5. Ghana’s SME financing gap strengthens the case for data-driven CFO and capital-readiness services

Recent Bank of Ghana commentary has highlighted a substantial SME financing gap and urged financial institutions to make greater use of digital transaction data to extend affordable credit to businesses that may lack traditional collateral. Recent Ghanaian analysis also highlights human-capital and management-capability weaknesses across MSMEs.

Jacob’s analysis: Many SMEs lack reliable management accounts, cash-flow visibility, digital transaction records, tax discipline, forecasts and lender-ready documentation. This creates a commercial space for BRICS’ Fractional CFO, CEO Dashboard, capital-readiness and digital-finance services.

Action: Package a BRICS SME Finance & Capital Readiness Diagnostic: management accounts review, cash-flow assessment, tax/compliance health check, funding-readiness score, digital financial records review, dashboard setup and a 90-day improvement plan.

Jacob’s Three Priorities for Today

  1. GIZ SME Loop: Review the full tender package and move immediately to bid/no-bid and consortium decisions ahead of 2 October.
  2. Ghana AI Hub Phase 2: Complete an eligibility/capability-gap assessment and identify any technical partner required before the 25 September deadline.
  3. Build permanent bid readiness: Consolidate BRICS and CCEDR statutory documents, audited accounts, CVs, capability statements and project references so future opportunities can move from discovery to submission faster.
